Why they didn't update the Hoenn Sugimori artwork for ORAS? They did the Starters' base forms but that was it. The Gen 3 style is outdated.

It really isn't. The first two gens had the excuse for being watercolor based whereas the R/S style still holds up.

This. There is definitely a difference in Gen 3 versus later generations, but the fact is Gen 3 is a lot closer to the current art to the point that it's basically the standard to which later generations follow.
Sugimori didn't do the Gen 7 art (sans the Alolan variants), and it doesn't seem like he did Gen 8 either. And even if he did, styles evolve over time, and until the difference becomes as drastic as the watercolor Gen 1/2 versus digital Gen 3-on, I don't think we'll get new art anytime soon.

Designs aside, the style is just simply too different to new Gens. Even the difference between Gen 3 and 4 artwork is too much. The 3D models suffer from this too, as Hoenn's artwork is really washed out compared to new Gens, because it was Sugimori's first time with digital and he didn't really know what he was doing.

The reason sees to be that, as anons said, they're already up to date, but honestly, I'm so sick of the same old artwork for these (and the FRLG Kantomons too, specially given how much they're shilled and as such, the artwork reused) that it'd be nice they did new official art for the Hoenn and Sinnoh mons even if there wasn't a game entry to "justify" it.

Incorrect. Gen 7, at least, was Ohmura for the non-Alolans. You can tell their style apart quite easily - Sugimori uses rougher lines, Ohmura's tends to look quite flat.

The designs are literally the exact same you fucking trogdolyte. It's just the style and posing that is different.
As for Giovanni, that is due to him having slimmer clothes (which makes him look less like a dad who works an office job and more like an actual mafia boss), and that the perspective has changed from above to below. Above camera perspective is retarded on someone like Giovanni because you are supposed to be a 10 year old kid looking up to a grown fucking man who runs a crime organisation, not the other way around.

It's better, but the problems with shading and posing are still there. Sceptile would look so much better if it was updated to have more depth to the shading and given a dynamic pose rather than looking like a smug faggot lizard.

Anon, I don't think Rillaboom is showing off how limber it can be in that image either.
I think the best official art are the images that show the Pokémon in full, and often dynamic poses don't show off the entire Pokémon.
