Pokemon isn't centered around RNG just because it has any RNG.
The Pokemon games are not Yugioh, Magic, Poker, or even the Pokemon TCG. All those games that Pokemon is not are all actually centered around Luck, yet even they have proper ways to counter luck.
So much of Pokemon is deterministic.
What Pokemon you bring to a battle are determined by you.
What Pokemon you send out is determined by you.
What Moves you choose from the 4 moves a Pokemon can have is determined by you.
What items and abilities you have for your Pokemon is determined by you.
Burn, Poison, Weather, Terrains, ect. are all things can mitigate the effectiveness or increase their effectiveness by plays you determine.
Hell, some RNG is deterministic, like with Damage Rolls, people will always EV their Pokemon assuming their opponent has the Maximum damage on rolls because you can actually prepare for something like damage rolls. Even if you can't invest enough to prevent a 2HKO or OHKO, you should know a max damage roll would otherwise KO your Pokemon.
Pretty much 95% of Pokemon is deterministic, and only 4.9% of that luck is at least tolerable.
The remaining 0.1% are things like King's Rock and Moody, which not only just makes up a small fraction of the game, but also disrupts the games so much when they appear that they are not tolerable what so ever.
