Impossible. Pokémon at it's very base form is an RPG. As with all Rpgs there are going to be enemies that are weak, enemies that are strong, and enemies that are in the middle, it's part of normal gameplay progression. normally this isn't an issue because the enemies and the party characters are fundamentally separate. enemies being strong or weak has no effect on your party.

With Pokémon, there is no distinction between enemy and party, they are one in the same. if every Pokémon was strong then the there would be no weak or medium difficulty enemies for the player to fight against and there would be no gradual difficulty progression that is inherent to all RPG games. Thus there must be pokemon who are weak, below average, and not quite as good, etc in order for that difficulty progression curve to be preserved.

tldr; It's never going to happen because to fix it you would have to completely change the game's formula.

Everyone tried it at least once back in gen IV, as Dream Eater was a movie people seldom got to use due to sleep being inaccurate and most Dream Eater users being shitmon. Reminder that Dark Void had like 80% accuracy back then.

your definition of "weak" is anything that isn't OU viable. Of course most of the mons would look like shit if that is your mindset. In a casual play through of even some of the more difficult hacks most mons are quite viable.

GF overcorrecting for a competitive scene they barely pay attention to. Dark Void Smeargle used to be very common in VGC and other doubles formats, which is a death sentence if gotten off without a hitch. Sleeping Pokemon might as well be fainted in doubles.

But they almost never allow mythicals in VGC and they locked Dark Void to Darkrai. It can no longer be sketched, and the rules forbid the move on Smeargle to boot. So nerfing it into the ground was pretty fucking pointless.

no? Some starters being better than others is pretty much inevitable because of some types and type combinations etc being better than others. The overall rule still holds, and you can see that pretty much everywhere in the games.

The first enemies you encounter are 1st stage shitmons, then as you progress the enemies gradually become stronger until you are fighting 540+ BST pokemon and psuedo legendaries at the champion level

But it’s not just types, it blatantly favoritisk over which Pokémon are allowed to have movepools and buffs. Charizard has more special snowflake forms than Typhlosion has moves.

Ironically, despite what Merrick and vp shitposters would have you believe, Johto is extremely popular. So having so many Johto Pokémon be wortheless (including 2/3 of the starters) makes no sense less TPC actively wanted people to hate the region. Ironically that schizo spouting nonsense about TPC paying shills to shit on Johto actually makes some sense.

That's why we have evolution stages to fill those difficulty settingbut instead some mons even in their last stages are incurable shitters.

The next thing you point out is progression but the problem is most pokemons are kinds dispatched randomly. It would be good if they introduced shit pokemons early on with low level evolutions but it's not always the case. So sometimes you end up investing a lot in someone only for it to end up shit anyways.

Pokemon of course is an rpg but it does have values. And for some shitters can be fan favourites. I feel like there can be some solution to it to make it so that every pokemon is viable.

It has never been consistent, though. Some are designed to early use, to flavor a very particular setting, others to be strong, later on others to be good in multiplayer, or out of the way and rare to find. You think of things like Xatu and Natu being in specific later game areas, or none of the underwater Pokemon Hoenn being revolutionary and just there to color that one area of the game.
