Why would she be speaking German unless, when they finally decide to do a Germany-based region, they expect all the NPC's there to also speak German?

They won't though. They'll speak English. Meaning this NPC is the only person who speaks a language somehow. Which makes no sense.

They had an NPC like this in Platinum too, in Veilstone. They speak different languages in different versions. There might be one in BW as well, but I don't remember it.

The special thing about those NPCs in gen 5 is that you could choose your language and see that those NPCs always spoke a different language than what was chosen
