Pidgeot, Fearow, Dodrio, Staraptor, Unfezant etc. are all competing with each others because they do the exact same thing. Unlike all the other birds, Noctowl has specially oriented stat spread and has a very distinct movepool with access to moves like Hypnosis, Psychic, Dream Eater, Shadow Ball, Nasty Plot, Moonblast and Reflect. The combination of Nasty Plot + Tinted Lens Max Airstream means that Noctowl can legitimately act as a specially offensive Dynamax sweeper or you can use it as a specially defensive sleep absorber since it gets Insomnia. Noctowl is not competing with the other birds and that's why you use it.
