Lets see:
-Guns don't exist (No the anime episodes where they're banned don't count)
-Society is based around pokemon, pokemon "dont just so happen to be there"
-There seems to be an unlimited budget from the feds because property damage is resolved relatively quickly and pokemon centers are abundant
-humans tend to help each other more than hurt each other
-technology is easily past ours at this point, probably 2100+
-Environment isn't in chaos, even taking into account pokemon capable of destroying it

In a post-scarcity society, there's no real need for governmental conflict. Sure, people will always commit crime (evil teams), but it won't be as common.

Because mental illness does - look at Cyrus, poster child for /vp/ and Team Leader with the aim of turning everyone ill like him. The humans are a reflection of the real world ones, while pushing the inclusivity and acceptance levers to the max. the broken ones don't have that sense of acceptance ("we will not tolerate people with other ideals!").
