Palette and Viridian would stay normal enough
Pewter would be a big mine and the museum would be a quarry you'd dig for fossils.
Cerulean would be a city on boats.
Vermillion would have a bunch of waterwheels powering the town.
Lavender Town would be framed like the whole city is a graveyard theme with buildings that look like tombstones. Saffron would be your full of buildings floating because of sci-fi tech.
Celadon would be a giant garden.
Saffron would be a camp set up outside a game preserve.
Cinnabar would be on an active volcano
The whole design of Kanto reflects the original plan of being like the real world, but with Pokemon. Maybe that's boring compared to later regions but it gets the feeling across.
