What is your favorite victory road? Why does the victory road for the johto games have only one trainer? Why does the victory road in BW have so few trainers? Why did they remove Moltres from the victory road in FRLG

In game reason: silver say he defeat them all.
Design reason: The trainers in Route 26 and 27 count as the victory road trainers for this game.
Constrain reason: due to lack of cartridge space, everything is scaled down especially kanto including the victory road.

1. it has a (then) unique puzzle
2. it has a legendary so it actually serves a purpose to exist in the context of catching pokemon instead of being another pointless filler cave with the same dogshit encounters as every other cave.

My problem with that was just that it's mostly like mt. silver where there are no other trainers and your only challenge are the wild pokemon there. The rival is there, but he disappears after the defeat and you will be there alone if you visit it again, while in the other games the npcs stayed there and it felt like a challenge to see which trainer is worthy enough of fighting the pokemon league. Mt. Silver had no trainers and the encounter with Red was spooky. He said nothing and disappeared after his defeat. There was also a fan theory that claimed that Red commited suicide on Mt. Silver after his defeat. If you see him again, then it's just his ghost. It seems that this theory was refuted since B2W2 or SM.

As for your other point, i kind of agree, but you can say the same for the trainers on route 26 and 27 too. Some of them also talk about aspiring to win etc.
