The games don't depict most common Pokemon as being bright. There's two talking Oranguru in the games including one that acts as a headmaster but when he speaks to you he speaks in short, caveman-like sentences. Remember that Oranguru is one the most intelligent Pokemon according to the Pokedex. Other Pokemon, when it comes to language, seem to AT BEST pick up on a few words and their meaning. In short you can't really tell on average how intelligent pokemon are, typing doesn't matter either, and even those are stated to be intelligent how does that stack up compared to your average human being.
