Why were Gen 1's back sprites so bad and how were they able to make them so good in Gen 2?

They tried to make them more zoomed in so it'd seem like your Pokemon is closer to you and the opponent is farther away. Poorly executed though so the backsprites just look like blobby messes. Gen V has a similar problem when the dynamic camera zooms in and makes your backsprites look big and dumb.. Also I remember when I realized that Gen 3 backsprites are the exact same as Gen 2 with more color.

actually if that was true they'd just have thickened the lines, I think what went on is at some point in development one of the sprites had to be lower resolution to conserve resources, so the closer one being "out of focus" made more sense than losing the detail on the interesting frontsprite.

g1 sprites were often made before artwork was finalized, so they didn't really have any good references

Mate you dont know what your talking about. Most sprites in gen 1 are just poorly drawn, the back sprites especially. On the other hand gen5 is tied with gen2 for the best sprites in the series
