The fact that one of them can simply take an extra hit that the other one can't is ALWAYS a factor, regardless of anything else. That extra hit is ALWAYS there. It helps them run to heal, it gives them more leeway on using their items, it lowers the impact that the involvement of other pokemon has, and it allows them to be late on a button press because they can simply fucking afford it.
