You got to remember that Rock/Steel only has 3 weaknesses normally, and is only bad because it has 2 x4 weaknesses to common types. People forget that Steel packs so many resistances that you would need to have a typing with multiple x4 weakness to have a steel typing be bad. With Levitate, Rock/Steel is now a pretty solid typing backed up by some of the best bulk in the game.

Granted, it without Recover or Rest, but you absolutely need to have multiple Pokemon with a fighting move to stand a chance against thing.
