I believe Pokémon moves are like Nen habilities from Hunter X, for example Dragon Claw uses Transmutation, Hydro Pump is a mixture of physical habilities and Nen. Like Enhancement to produce such amount of water.

The amount of Nen is the S.atk/S.def.
The speed stat it's not how fast the Pokémon moves or runs but how fast reacts to a command like "Charizard fire blast" and how fast uses Nen to produce such attack.
