Second, you can't make the evolution more dead-looking than the preevolution. This simply doesn't work when you make an evolution. Claydol would make more sense origin-wise to keep the eyes closed and not even Claydol keep the Baltoy eyes (except for 2 of its 8 eyes what are closed).
Other Pokémon like Aegislash, Chandelure or Sinistea have eyes too and they weren't necessary either but imagine them if they would lack of these
