IV had the perfect mix of story and character without holding your hand through it or making you watch cutscenes. We didn't have to learn every detail about random supporting characters, but we got to learn a lot of the Sinnoh lore and got to know Cyrus a lot more than previous villains. VI is a lot more hand holdy but you Team Flare is the best evil team to date. Lysandre literally wants to commit genocide against anyone who isn't in Team Flare because he doesn't like people. That's way better than tragic backstory anime villains like Lusamine. Lysandre is up there with Giovanni and Cyrus for best villains. Cyrus just wants to fuck off to his own perfect world, which is way more enjoyable and evil than "oh I was wronged so now I'm a bad man who wants revenge" villains. The problem with them is that they're fixated on relatively minor things that happened to them ages ago, and if we consider that the standard we should learn the motives of why the characters who wronged them were bad, and why the people that wronged those guys were bad, and so on. Eventually you get to a point where some guy became evil because somebody told him his shirt was ugly.
The best Pokémon games are the Mystery Dungeon games because they're full of palatable stories with interesting characters.
