Actually, now that i think about it, there's only, like, 4 or 5 that i haven't fapped to. Blastoise (my favorite pokemon of all time, i love him in a platonic/brotherly way though), Torterra, Chesnaught, Empoleon, and Serperior. That last one i'm not 100% sure about though.

Cinderace. Most other VERY furbait starters are able to hide behind character classes/roles only able to be fulfilled by them being humanoid. So incineroar is a wrestler, decidueye is a stealth archer, inteleon is a spy, the list goes on. Cinderace has a role, but "it's a jogger :D" seems like a flimsy reason to add a thicc bunny to your game.

I would bet good money on most of the design team being at least semi-furfag, but I'm sure marketability is one of the driving factors. Most people buying pokemon games probably don't know or care about furries, and the ones who do probably don't care enough to not buy it, while the furries will probably be more likely to buy it and will probably be more likely to shill it to their friends. Plus, furfags will probably buy lots of merch of said starters because the amount of disposable income some of them have is concerningly high. There's really no reason to NOT do it from an economic perspective.
