Yes and no. Look up 3ds forwarder.
You don't convert the nds to cia files or something like that, but instead you make a .cia shortcut which then loads the .nds file from you sd card.

Yeah, I had Gen 3 backed up, with the mystery gifts added for a while, but I recently picked up a 3DS purely for backing up saves with checkpoint after the whole copies of ORAS breaking fiasco
