Evil teams like Snaggem and Cypher keep trying to steal others pokemon because Orre dont have any native wild pokemon of their own, and because the population is low enough that law enforcement and government in general is non-existant meaning crime can run rampant and unchecked, like the wild west but worse. PokeSpots were an attempt to terraform the desert and try to attract wild pokemon so Orre can start it's own ecosystem. Biodiversity is important, and introducing more pokemon to the area theoretically could even help reverse desertification. Then as more pokemon show up, people would follow.
