This basically came to a head in Gen 5 where you'd have teams dedicated to just having a dragon click choice band outrage and just dumpster people because there's so few answers to it, like the infamous 4drag2mag (with magneton and magnezone there to trap and kill opposing steels with HP Fire). Most pseudo-legendaries with their huge stats are dragons, as well as several legendaries like the Lati twins.
Dragons did need something to check them, but I think that they initially went a bit overboard with Fairy type. Ice sadly remains pretty bad as a typing, it really needs some actual resistances
