Because every time they add a new Pokemon to the game, they add another thing that can't counter Landorus. You can't run your team with multiple Landorus checks because the number of other threats you need to prepare for increase game by game, generation by generation, but the number of answers to Landorus increases by 0. It hits too hard and has a movepool that's too wide to ever reasonably expect sub-660 BST counters to ever exist for it. So it'll stay Uber forever.
