It makes 0 sense otherwise because both of Electrode and Voltorb are multitudes bigger than a normal Pokeball, meaning you'd have to be retarded to fall for it. The idea falls flat when thinking of Pokemon as anything more than a binary world of 1s and 0s.
Also, if the biggest praise you can give a Pokemon is its concept (one which inherently breaks world building, mind you) then its a shit design, no ifs ands or buts about it.
