I wondered this a lot too. It made Ash feel like he was very inexperienced despite making it into the league and wasn't surprised at him screwing things up.

It is really just his Johto team. The majority of his Kanto Pokemon evolved. It was just Pikachu, Bulbasaur, and Squirtle who didn't evolve. But they were based, so who cares.

Evolution in the anime, at least in those days, was not a full indicator of a Pokemon's strength

Besides, while Ash was very talented, he was still very inexperienced

The kid had gradual growth all troughout the series until the DP anime, where he eventually peaked and the writers had to literally bring in a hacker just to get him outta the league, it was BW that started the trend of turning him into a retard at the beginning of each new journey

I think it's kind of based that he never really evolved his team. Lets NFEs have some more attention while also showing that Ash sucks. Also allows his mons to have wildly varying personalities
