Johto was ingrained in Gen 1's experience for anyone that lived through Pokemania, and Murkrow/Houndour's appearance in Gen 2 is supposed to be in service to the idea that they were Team Rocket's signature Pokemon. Even FRLG has no excuse for pulling the bullshittery it did to stay "faithful" when the existence of Pokemon outside of the original "150" is part of what made Gen 1 so mystical in the first place with Mew. To say otherwise is revisionism and an insult to Gen 1's legacy.
There's an easy fix, too.
>Hatch a baby Pokemon like Pichu that's outside of the original dex / Evolve Chansey/Golbat/Umbreon/Espeon / Catch Murkrow/Houndour>If you talk to Oak in his lab, he'll say something along the lines of you making a new discovery and that he'll start work on the "New Pokedex">Until then the Pokemon just have blanked out dex numbers like the non-regionals in RS>Oak upgrades your dex after the Sevii Islands deal>Get National Dex unlocked after completing the New DexFRLG could have been great.
