It also provides a nice contrast against the gentle looking and support oriented Chikorita, which is precisely the type of Pokemon Silver would look down on. All three starters fit Silver well, narratively, since Totodile is strong and turns increasingly vicious as it evolves. Even Chikorita's line meshes with Silver's character arc, it just changes the tone. The only reason he doesn't have any merch with Cyndaquil is because people like seeing Gold with it more, which I suspect is because many players personally like Cyndaquil a lot.
Or they dislike Chikorita. But for what it's worth, I'm sure I've seen fanart of him and Typhlosion floating around the internet, so their connection isn't lost on people.
