He's not the final boss of the story, he's just technically the strongest trainer in the postgame. You rematch him multiple times so it makes sense.

I never grew up with Gen 2, and so I never had to deal with Whitney's Miltank.
But Miror B's Ludicolo spam filled that bullshit for me in Colosseum. Holy fuck, I would get my ass handed to me so hard by him, I still cringe internally whenever I battle against a Ludicolo in later games.
