We know that every game since X and Y (remakes included) has had a gimmick be it Megas, Z moves, or D/Gmax. So, I have no reason to believe that BDSP will be any different.
We know that Ohmori and Masuda have stated that making every game unique with these gimmicks is important to them.
We also know that Masuda who is overseeing BDSP directed X and Y which introduced Mega Evolution and is therefore aware of the connection between Rowan and Sycamore in the lore. He may also be partial to the mechanic given that he likely had a hand in the creation of the concept.
We also know that ILCA has not developed a game of this scale before and was likely given a remake as a simpler development project for their first outing working with TPCI. So, I think that it also makes sense to conclude that rather than try to come up with a new gimmick for BDSP, ILCA's team would more likely opt to use one that already requires the least amount of "heavy lifting" in the programming department.
They could use D/Gmax but I think that this is less likely than Mega Evolution because there are no Sinnoh Pokemon that can GMax. So, by default , ILCA's team would be required to do more work because they would need to create at least three new GMax forms for the Sinnoh Starters if nothing else. But if they use Megas, ILCA can just plug in Mega Garchomp, Lopunny, and the other Sinnoh Megas
