Ho-Oh and Lugia. Not as unbalanced as this, but Lugia had a huge movie during pokemania. Ho-oh still doesn't have a movie or anything special. Literally just one appearance in the first episode and still doesn't have much. That's it's only major appearance.

I completely forgot that existed. I haven't actually seen it, I just assumed that it was a higher quality movie of the first season of pokemon. But my point still stands. It takes YEARS for Ho-oh to get something relevant like the "I choose you" movie. Versus Lugia. And Lugia got a second movie too. Outrages.

Ho-Oh is meant to be mystical in the anime, they don't really want to show Ash coming face to face with it. Even the movie avoided the confrontation proper on-screen.
