That being said, EX Legend Maker has a pretty consistent theme of "the mysterious forest of Mew" going on, especially if you look at the Trainer cards, and the Japanese name of the entire set itself.
Looking in the compete opposite direction, Ex Power Keepers has no thematic throughline because of its unique origin as a set ostensibly geared towards competitive play.
