This isn't something you pass just one time like a forest. This is something you use constantly.
Look at how many kanto mons are given regional forms, just like a lot of kanto mons are given mega evolutions.
Like I said, it took gen 6's problems and make them even worse. In this case, add Kanto pandering to the list.
