Makes them even rarer, which makes collecting them more interesting. Though usually it's just "wait for the event or a re-release of it", unless you care about having them on older games.
The reality however is that you can't otherwise really make something rare within a video game unless you do shit like this - any one-time encounters can just be resetted for, and anything RNG-based can just be grinded for. Best you'll get is shit like feebas or mirage islands.

This ruins my childhood, back in the day all of these were legendaries. I mean Darkrai not a legendary? That's bullocks

If anything they're just harder-to-obtain legendaries. Mewtwo shouldn't be a legendary to begin with, he's artificially created in a lab and there's no legends about him but whatever, we call these unique Pokemon you can't randomly find in the wild "Legendary"

Because there has to be a variety of ways to collect things—more than just bona fide scavenger hunts. Some rarer things have weird ways of getting them. Like, when I used to collect beetles, there was this one kind that I'd literally have to wait until a certain time of year to catch because that's the only time it'd show up. I think they were called Japanese something beetles.

With distributions being online now I honestly have no idea. They rarely distribute event Pokemon anymore which is just bizarre to me, there's so fucking many that they should be on a constant rotation
