To hopefully give a decent answer, I think it's because too many things resist their STAB moves and they don't frequently have coverage against the things that resist them like Steel, Rock (except Dig) and Ghost (except Shadow Ball), and many of them don't get a status move like Nasty Plot or Swords Dance to make them work better. Nothing being weak to Normal doesn't help, either. You'd have to have a pretty high BST and/or a decently colorful moveset to be a viable Normal-type, outside of in-game non-facility battles anyway

I think it's more that normal typing sucks. It has too many vulnerabilities and is weak against too many types (Rock, Ground, Steel, Fighting, Ghost, Dragon, etc). If you made Furret a Grass type it would be 10x better.

So one of the strongest and most common primary and secondary typings in the entire game, where a shitload of non-fighting types have access to moves like superpower and aura sphere? Vulnerability doesn't just mean what types a Pokemon is weak to, but anything that will put you at a disadvantage.
Normal types fucking suck on average because of fighting types' insane prevalence.

defensively normal is a great special defense wall because nobody good learns aura sphere, see porygon2 and/or blissey/chansey in whatever format you play.

Offensively normal needs mega-lopunny copypasted from natdex with body slam over return. Gen 8 scrappy to fuck over genies and cats, fake out-body slam-close combat-triple axel

Don't think it will be overpowered either. Chansey and Blissey will be a pain, yes. Porygon2, too. But in general, normal types suck otherwise and the average will benefit from it.
