I mean, that sounds like a lot of bravado, but he seriously proved that he could take the best trainers in the only region that seemed to have active Pokemon cataloguing going on. He unironically would have been recognized at the time as the best trainer there is, period, except that you then knock him right out of his new title because Red is also a fucking prodigy.

Blue's team doesn't cover Psychic types, Rhydon has no Rock or Ground moves, so no counter for Electric or Flying, and it only covers Dragon if he has Blastoise, which has Blizzard, otherwise also no
His team does not beat any pokémon type, not even close

Ghosts did not adequately cover Psychic types AT ALL, due to being half Poison and a coding error preventing what few damage-dealing moves (which weren't good) from Ghost to do anything.
Bug had no moves whatsoever except for Leech Life (weak), Pin Missile (very limited access) and Twinneedle (on a dual Poison type). Being fat is not a type cover, nor is using same type to resist while holding no answers.

Best rival, love that he's actually assembled a team of high BST pokemon + his starter/first catch when he says he looked for powerful pokemon, I love his growth in later gens as he learns that it's ok to lose and help others realise their full potential, and even do stuff like heal you by the time you get to the battle tree before you battle him or red after you've been on a long route, when in his youth he'd have just challenged you there and then to try and get an easy win
