Why is there a dark type and a ghost type? Wouldn't it make more sense to just push ghost pokemon into dark type since thematically speaking ghosts are associated with dark things?

ghost came first, has two immunities, only weak to one other type besides itsself, and has good resistances while being completely unresisted (except by dark) by other types. dark is an edgy shadow of ghost and if they ever fuse, dark would be absorbed into ghost, not the other way around. not that we want that to happen. edgemons can stay out.
