No. Socialism is an advocacy for social ownership of the means of production, not private ownership. The USSR quite literally never reached that point, and neither has any major power structure in the history of the world, largely because of external and internal corruption and capitalist intervention. There are countries with policy to attempt to direct the economy towards this outcome but most have been systematically dismantled or reformed into capitalism over the years, see Cuba and Vietnam.
