fire, flying and bug types are far from being some kind of overpowered types and the fact that they are weakened again by the omnipresence of SR is odd at best, retarded at worst
the best and more creative way to fix that would be to add other kind of types of hazards in the same vein as the pebbles but with other types, in order to actually create an intelligent approach to it and makes them unstackable
then you would get hazards that actually have an important effect on the metagame, because the sticky webs, spikes and toxic spikes while interesting in theory don't see as much use because they're a lot harder to set up, less available and also less effective for a less omnoxious and powerful effect
ice type and fighting type hazards would be the more interesting kind for me, because of how they would shape team composition and the meta
