After getting your 4th badge you need to get back to petalburg, but you don't have fly. The natural path back to petalburg will take you through only areas you've been before, but now that you have 4 badges you can access new parts of these areas along the way using things like Strength as well as the newly obtained Go goggles. In addition, you're taken through the area to revive fossils right after you would've explored the area with the fossils.
This FAR from the only instance of this game design, and not even it's strongest application, but I've made my point
