I just beat Leon in the Battle Tower (Master Ball tier) with an Aurorus after two attempts. Here's an obligatory webm of his undefeated Charizard.

His lead Pokémon (the first two he sends out for battle) is dependant on your lead Pokémon if I am correct. Because mine was Aurorus and Dragapult, his were Seismitoad (advantage against Rock) and Haxorus (Dragon vs. Dragon).

So in this case it was Haxorus and Seismitoad (as lead), and then Charizard and Mr. Rime. He also uses a Rhyperior and any of the three gen 8 starters sometimes so it's always random.
