I remember Chuck for the following reasons:
When I played the first time I got stuck at Cianwood, and getting there I had gotten lost in the water route several times, for for some reason my little kid brain thought that it was lot longer and harder to travel than it was.
There's like nowhere to really grind in Cianwood. The water is the only place and there's nothing to catch that can help you with the gym.
His surf-spamming Poliwrath absolutely wrecked me. I didn't understand how dynamic punch worked either, so it felt like it always hit and always confused, so I thought it was just a crushingly hard pokemon to beat.
The whole town is pretty small and there's nothing to do there but beat the gym. There's also the lady who gives you fly for beating Chuck, which was memorable for me because I was like 'holy fuck I can finally get off this island thank jesus'. No other gym in the games to that point had made me feel so relieved after beating them.
