It does, and this neither implies nor necessitates this continue to be the case moving forward. They could, literally, just decide they want to market a new Type. And that Cosmic suits their tastes, and they're willing to divorce space-themed mons from Psychic for the sake of something marketable and new.
Now there are TONS of valid reasons to associate psychic powers with astral stuff, which is why they are. That's true. But nothing links them inextricably. Ultimately ESP =/= astral powers. Hypno is not cosmic, Minior is not a psychic.

That's false equivalency, and irrelevant. No one's talking about Mushroom Type, no one is saying one change means the doors for all Type splits need to be opened. Obviously Mushroom/Fish Type is a stupid idea, but that DOES NOT mean that Cosmic is even remotely on the same level.
Ground and Rock are seperate. Go ahead and argue they shouldn't be, but they obviously made it work. I deem Cosmic to be similar, being an unnecessary but nonetheless not half bad idea that could lead to interesting inspirations.
Splitting Types isn't inherently stupid, particularly if one of them thematically covers a vast array of psychic powers AND stage/RPG magic AND cosmic stuff AND dreams AND light.

No. Cosmic is just a name, like how Grass is just a name. Not literally every aquatic Pokémon is Water Type. What defines them is their ability to summon/magically manipulate water or embody it, and Cosmic is about manipulation or power-absorption from stars or from other celestial forces.
