How did we go from Litten, to Torracat, to the Incineroar we have today? The progression makes no sense at all. Litten was the only fire type starter I liked in a long time and it evolved into a cereal mascot. Why didn't he evolve into a cool fire breathing panther bros?? WHY????

they started with wanting to make a tiger mask inspired pokemon first and worked backwards so the first stage is just a simple cat

it’s not that hard to figure out

not OP but then they should have added details, features or literally anything to signify it would finally evolve into a wrestler. Incineroar is one of those "drastically different from the first" evos like Glameow and Purugly but those two actually make sense since it's complete opposites of each other.

With starters, they usually design the final first and then make the pre-evos by working backwards.

So they would have started with Incineroar first, and then made Litten and Torracat. You can especially tell that Torracat was made with Incineroar in mind since it shares Incineroar's top-heavy build, fire ornament, and the reference sheet shows it standing on its hind legs.
