I liked how in Gold, Silver, and Crystal you could find Donphan, Ursaring, and Quagsire but not their previous evolutions. Implying in Kanto Tediursa, Phanphy, and Wooper are baby pokémon.

Its Pokédex entry in Red Version:
Uses anti-gravity to stay suspended.
This Pokémon was based because it was essential made out of element 115, popularized by Bob Lazar who said he worked on UFO's at Area 51's sister base S4. This theme would continue on when they gave Magneton an evolution that strongly resembled a UFO flying saucer.
Very based favourite Pokémon, anon.

It's native to Mt Silver. If you take a Zebra from Africa and put it in Brooklyn Zoo that doesn't make it native to New York.

Well by that logic, Porygon isn't a Kanto Pokémon.
If we further that reasoning to Pokémon which need to be caught, you could argue Farfetch'd isnt a Kanto Pokémon since in cannot be found in the wild either.
I'm sure there are a handful of other in game trade Pokémon you could apply this reasoning too as well.
Even further then that, what about final evolution Pokémon that arent found in the wild or starters, or Eevee for that matter.
Since we can all agree that it would be absolute poppycock to say these are not Kanto Pokémon, we can atest that Larvitar is infact a Kanto Pokémon as well.

It's so rare, the player character is unable to encounter it in the wild, and only NPC's have encountered it and able to trade it to the player character.
