I think the original plan was to make most of them repitle kaiju with a few cute and gimmicky ones into the mix. If you look at the original index order several of the earlier slots are reptiles/dinosaur inspired and the designed did cite they liked watching Kaiju like Ultraman which had tons of reptile monsters in them.
