Hydreigon is already OU. If he had Sheer Force, he would indeed OHKO almost everything. But him having Sheer Force will make the meta centered on him and everybody will found ways to fuck him over. Hydreigon is fine as he is.

Hyper Cutter Buff: Attack stat cannot be lowered in any way. Including when the Pokemon uses an Attack-lowering moves, such as Superpower. Hyper Cutter now also raises the Pokemon's high-crit ratio moves base power by 1.2x
Infestate: Normal-Type moves become Bug-Type + 1.2x base power
