Ash has a strong belief that friendship helps pokemon fight so much harder than they normally would, but he also recognizes that friendship/belief alone isn't going to win battles, you need to actually train them. Pikachu's been training for a long time and picking up all the different strategies and techniques that he and ash have come up with over their journey. So Pikachu is super powerful because of all of that.
I don't think it has anything to do with items or getting charged, I think it just has to do with Pikachu being super well trained and having high spirits in both himself and his best friend Ash. His power is kind emotional state too, so having Ash by his side has done wonders for his moral.
