Hell, most, if not all of them have genders and egg groups, hell, lapras, a pokemon species that used to be endangered, actually underwent a repopulation effort that was so successful, there's an abundance of them, so, I'd be more suprised if there weren't tons of fossil pokemon inhabiting the pokemon world now.
