Citra emulator. The official one is too slow, the non-official one is sometimes 70 speed in big cities but otherwise is good enough and mostly between 90 and 105 speed.

it's been greatly improved in the last couple of updates. i get 100% speed at all times now except when it's loading cache. i can even turn off speed limit and get around 120-130% in most places.

I play Omega Ruby and X on Citra Android and have problems with the speed in Mauville City and Slateport City with the speed in OR. But outside of it it's mostly ok between 90 and a bit over 100. In X it's mostly between 70-90 except for some routes and battles. Battles give me no problems with the speed, but horde battles in X are slow for me and in OR they have the normal speed. It's the non-official Citra. The official one is crap.

what gpu does your phone have? mine is a Mali-G76 MP12 which is supposed to be worse than snapdragons for citra.

strange. make sure "use dual core" and "enable cpu jit" are enabled in citra settings. and check to see if you have something bottlenecking it such as battery saver.

4x resolution + no outlines + texture pack. Sadly the texture pack doesn't have Pokemon upscaling like the one I found for the Ultra games

3DS is already 10 year old hardware, and it wasn't particularly powerful at the time.
On top of that, it also uses an ARM processor, which is easy to emulate by a phone processor.
