You have to wait til after the Elite Four. It's the same for Togekiss and the Shiny Stone which I'm not a Fan of.

You know... they could've made Kanto Power Plant a place where you can evolve these kinds of Pokemon. The magnetic field it generates attracted Zapdos, so why can't it be used to evolve Magneton, Nosepass, etc.?

It's not even post Elite Four. You can't get it period. Togekiss is another that pisses me off because I wanted to make it my flyer for this game.
