I unironically enjoy Ruby/Sapphire
Its one of those games that exists to make you ponder why Gamefreak decided to make a game that relies on you getting a GC and a copy of Colosseum/XD just to get Houndour and Spinarak
Battle Tower sounds cool and I can't wait to complete it. I heard you can even have certain NPCs have their battle style revolve around how you play

I imagine they didn't make all of the Pokemon available in the wild for a couple of reasons including time constraints, immersion, and wanting to make Hoenn feel distinct from Johto and Kanto. But they still wanted to make those Pokemon available and didn't know how to do it in a seamless manner, so they had to develop work arounds and peripherals.

I think not more like they had the GameCube game in development already so they forced them to use pokemon that wouldnt overlap with r/s and fr/lg. Then they figure they could just add trading to that so there wasn't a need to put them into the gba games.

You should play the Battle Tower, it's definitely a good experience. The only thing you will likely not be able to experience is all of the Record Mixing features and the eReader cards, both of which really make the postgame stand out.
