Plenty of Ice-types actually have Snow Warning as their ability. Alolan-Ninetales and Vanilluxe in particular would be absolute menaces with their world-shattering Blizzards.

Ice is already good offensively, Ice Types need a Def boost like Rock types gets s SpDef boost in Sandstorm

Also would like to add
>Stealth Rock damage is halved for grounded Pokemon since the rocks float in the air. Now grounded Fire, Bug, and Ice types aren't completely screwed over (Fire, Bug, Ice types that fly are at least immune to every other harzard)

With the changes I put forth, Ninetales would be busting through most OU Pokemon that aren't Chansey/Blissey or Ice resists. We're talking 2HKOs on Slowbro/Slowking/Toxapex with Freeze Dry, and just about everything else is a 1HKO or 2HKO from Blizzard.

Gen 6 nerfed the damage of most special attacks across the board. Draco Meteor, Overheat, etc went from 140 to 130. Blizzard, Thunder, Fire Blast, etc went from 120 to 110. Tbolt, Ice Beam, Flamethrower, Surf, etc went from 95 to 90.

It seems minor, but the base damage nerf amounted to about a 20% higher survival rate for defensive Pokemon effectively. After the nerf, most Pokemon that relied on Surf for consistent damage switched over to Scald, and now exactly no one runs Surf because Scald is more consistent and Hydro Pump has the KO potential old Surf had.
