I was very underleveled at the Elite Four but I used the emulator's speedup function to grind and it went pretty quickly. The ocean between Olivine and Cianwood is good, Tentacool gives solid exp and sometimes you find Tentacruel or Mantine for even more. The route between Mahogany and Ice Path is also good, the patch of grass with Tangela, Weepinbell, and Lickitung.
Felt more satisfying than injecting Rare Candies at least, and you get stat exp.

The Togetic and Forretress were both brought up from eggs and I think that's where alot my XP went. I also have a level 30 Crobat sitting in the box, a Beedrill that I put in the daycare at level 25 that I kept as a Weedle until 17 to get Bug Bite, and a like 24 Exeggcute that I was trying to drag along until I realized it wouldn't be until fucking Kanto till I got a Leaf Stone or good grass moves.

You should be able to beat her with your team around level 35 and even that might be more than enough, especially since you're literally one level away from your Croconaw evolving.

Aside from that there are rematches from phone calls.

The level curve is wonky but there are ways to deal it with it.
